You're trying to set up Windows 10 on a Dell OptiPlex 990. Pressing F12 opens the one-time boot menu, displaying two choices for loading from the USB drive containing a Windows 10 ISO. One option shows the Windows logo and loading circle, then ends with a black screen. The other option mirrors this but finishes with an endless loading ring. The USB drive used is a SanDisk Extreme 3.0 64GB.

Did you use the Windows media creation tool or Rufus to generate the ISO? There might be a firmware inconsistency.

Do you confirm your Dell Optiplex is functioning properly? If yes, then reinstall the ISO onto the USB stick.

It starts normally with the original hard drive, but I aimed for a faster SSD. Changing my pen drive didn’t help. Refreshing it isn’t working.

Consider using rufus to flash the ISO, ensuring you select the appropriate firmware version.
