It was unusual for me, especially with the same plants involved. I built a lot of greenery in that settlement and tried a previous building trick to free up space. The fix was gradually clearing out extra plants until I could choose again. However, I’m not sure it’ll apply to your situation—I don’t know, and since you didn’t build much there, the problem might be different.

I'm part of this team together. Elmo's world keeps appearing unexpectedly. Staying on topic: the Nexus might have a mod to resolve that problem. I'm just starting out with PC gaming (about two months) and it seems modders often catch company errors quicker and more effectively than the companies themselves.
