Unable to reformat and retrieve my sister's laptop.
My sister's Dell Inspiron 15 3000 series laptop is being recovered but all attempts seem unsuccessful. I attempted to use a Windows Boot Disk CD, which reported that her system cannot run Windows 10 and doesn't allow normal booting. Typing into the search bars doesn't work, and the Start Menu button is non-functional. Even a Windows boot USB failed. I managed to open Command Prompt but formatting C: also failed. There are permission errors, and I was unsure if I was using the admin account. Trying Safe Mode didn’t help much, and restoring from a previous restore point didn't succeed. I have several errors now—some say "Unknown Hard Error" and others mention a File System Error. Please advise what steps I should take to recover this device so I can install an operating system.

Did you utilize the Windows media creation utility to generate a bootable Windows USB disk?
I would purchase a new drive for the system and then execute the Windows setup on it. There seems to be no reason why this model wouldn’t be able to run the Win 10 setup, as the installer likely displayed the message "windows can't be installed on this partition." It doesn’t indicate that the laptop cannot run Windows 10. I need to share the precise wording of the error message you encountered during the installation process.
