I've been facing this problem with my laptop for a while now. The game always uses its default resolution of 1920x1080, even though it doesn't let me pick another setting. This happens across many titles: PUBG, GWENT, Rainbow six siege, Batman Arkham Knight. CS GO seems to work better in some cases. After a system reinstall, I could choose all available resolutions again, similar to before. Now I'm stuck once more. I lowered the resolution because my graphics card struggles to maintain high FPS. My hardware: i7-4700MQ with GTX760M, 2*4GB RAM, Intel SSD, 250GB Windows 10 Enterprise LTS. This is what appears in-game: I've tried several fixes—reinstalling the OS, updating drivers, changing resolution settings, reinstalling games, restoring DirectX via DDU, reinstalling the graphics chipset, and even reinstalling the Intel chipset driver—but none worked. Someone please help! I think the issue might be related to my display scaling settings. I usually set full screen in the Intel HD Graphics control panel so I can play 1024x768 in CSGO, which could be the cause. I've reinstalled the Intel graphics driver again to reset the default settings and let me pick resolutions now. Updated November 17, 2017 by PeakX

Have you considered reverting the GPU drivers? Restarting DirectX and updating your chipset drivers could also help. Another tip: using the DDU tool during a GPU driver reinstall might be beneficial.
