most of the problems seem to come from what I've already attempted—changing DNS, restarting the router, restarting the PC, trying another network device, turning off TLS 1.2. It looks like my DNS might not be the issue since pinging Google.com returns its IP address.

The networking sub-forum is a fine location for a networking related issue. You've already tried just about everything we could recommend. If you are having this issue on more than one PC and you've already tried restarting your router about the only other things I could recommend would be to reset the router, or call your ISP. Something could be wrong with their equipment.
