Do you have the latest update?...if yes, go to settings, select Gaming, and you'll see three options: Game bar, Game DVR, and Game mode. Click on Game mode, then adjust the slider to "Use game mode," which activates it. Using Game DVR won't provide any improvements.
I wasn't sure about the latest version. I just looked to see if it was current.

Windows 10 Creators Update is available. Verify your installation by searching "winver" in the search bar and pressing Enter. This will display your current version and build number. You must be running Version 1703 for this update. After installing, navigate to Start > Settings > Gaming > Game Mode to enable or disable it. Remember: Microsoft issues updates in stages, depending on hardware compatibility. If a device has known problems, you may need to download a driver fix through Windows Update before proceeding. Unless you're comfortable with the process, Microsoft advises against forcing the upgrade.
