I'm focusing on getting the Windows ISO running on your flash drive. The drive is formatted as exFAT and is installed on a UEFI BIOS. I need to resolve the issue where it restarts immediately after exiting the BIOS.
Copying the ISO directly to the flash drive isn't the correct method; it should be saved as an image using Media Creation Tool or Rufus.
There seems to be no alternative since the only available PC is your mom's work laptop, which lacks admin rights for these tools.
Only items that allow booting require admin rights. The data is fine, but the file remains protected.
