Save the official ISO file from the provided link.
Set up installation via USB using the suggested tool from the Microsoft Store page.

It finally finished loading, though it required significantly more time than usual. It worked properly during crashes, but otherwise it lagged considerably.

I had it in another setup before. When the SSD requirement came up, everything functioned properly. It was only during the installation process that it started working correctly.

Optical drive speeds aren’t very consistent. I usually think Windows 7 setup will take a long time, but it relies on older techniques. Windows 8 offers a smoother installation process, making newer OSes easier to install going forward.

When this happens, it's usually hardware fault. Make sure all the parts are actually OK first. My old PC also gave me issues when trying to install an OS. The USB ports were running at 1.1 speeds instead of 2. Ended up with the motherboard being defective. No warranty claim on a 6 year old board, so I chucked it. Shit gets old and then breaks, you gotta move on, especially if its been overclocked (mine was, quite heavily too).
