I have a Dell OptiPlex GX270 and I wanted to install a multi-card reader but I can't find a port for it on the mainboard. Is there a way I could convert the mini 10-pin ribbon cable to USB?

USB!
I have one (or 3) for SD cards, another couple for microSD, even one for ancient SmartMedia cards.
And another one that takes all of those in one package.

Your multi-card reader probably
is
USB, just with a plug to attach to an internal motherboard-style USB 2.0 header. If you don't have such a header on the motherboard, then there are PCI to USB adapter cards that have them such as this one
Note that's actually a 9-pin header. One of the pins is missing and one of the holes in your 10-pin plug should also be blocked off for indexing.
