It appears functional on another machine suggests vbios isn't the issue. Likely related to your settings. Have you encountered any other hardware? Consider turning off the SATA controller if applicable.

Adjusted the BIOS settings as specified and confirmed the 3090 appears in Device Manager via Windows. Utilized igpu as the video output source.
