You just set up a fresh custom PC with Windows 10, but after logging out you encountered security prompts asking for verification and a forgotten phone number. For a new setup, the simplest option is a fresh installation. You’ll need to reach out to Microsoft to fix your account, but you don’t have to use it during the setup—just use a local account instead.

Turn off the internet connection and then log in. Make sure you're using an enabled administrator account or an admin user. Log in first, then reconnect once more. There should also be an option for sending emails, not just SMS.
