Check the SATA port configuration: http://www.asus.com/au/Motherboards/H81ME/. Switch SATA mode from AHCI to IDE. Updated: confirmed it. Restarted the system after switching, using the default IDE setting. Changing to AHCI again reproduced the same issues with Windows 7.

@ Strix Damn, it seems a repair is the best choice. Download a copy, ensure you have the right version (Home/Professional), matching the same service pack, and keep your activation key handy just in case. Windows XP should work better for repairs compared to later versions. Edit: Keep SATA mode set to IDE for smoother fixes. Remember to update it if you upgrade to a newer OS.
