When attempting to log into GTA Online, the upper right corner displayed a yellow box saying "signed in (offline)." After loading online, an error about Rockstar Services being unavailable appeared. My actions included checking commandline.txt with a workaround, reinstalling Social Club, and reinstalling the entire game. I’m wondering if there’s something I overlooked. I spent $60 for a functional game, but now I’m facing these issues.

Review the update once more, I've already done the "Reinstalled rockstar social club."

Have you tried the mod manager? Is that the GTA V section in your firewall?

It might be that he just purchased the game, but it doesn't seem to function properly.

I really did it! But I’m still stuck online because I can’t connect after setting up the firewall and putting the social club in offline mode.

I already had the game, but the online version kept working today.

Save the mod manager again. Launch it and press play on GTA Online. This should remove any restrictions the manager has set to block access. You should see success at the link provided.

The RAGE Plugin hook prevents players from going online, so you can remove the mod files yourself. Steam handles this by deleting the game files and leaving only the rest, making it simpler to clear mod files.
