in windows press and hold the click to restart, this should bring it back to the BIOS. It looks like fast boot features might be active, plus USB initialization can take a moment, so you might be missing the window. If you manage to enter this method, look for options like fast boot, post message, and similar settings to extend startup time. Some motherboards also offer a setting to turn on boot from the power button itself.

The issue stemmed from outdated technology. It's surprising a DisplayPort caused such a problem. Both DP and DVI were considered old, so switching to an HDMI 2.1 cable resolved the matter. Any HDMI cable should now suffice.
