Have you attempted the Windows Update Troubleshooter via Settings > Update & Security > Troubleshoot > "Additional Troubleshooters" (link) > "Windows Update"? If not, verify that your Windows Update services are active by opening Command Prompt or PowerShell as Administrator and running: net start wuauserv net start bits net start cryptSvc net start msiserver. Then retry the update check.

During the 2004 update, I encountered issues on certain computers where the DNS server wasn't configured for automatic settings, and some network features didn't function properly. This isn't a 1909 issue.

I located a solution. I’ve been working on this for about a year. The issue involves the Windows update service. If you check the update service, it might be stuck during startup. I performed a clean install of Windows several times—about three attempts. Even after contacting tech support multiple times, they didn’t help. However, removing any second SATA HDD resolved the problem for me. My main OS is now running on a M.2 drive.
