Remove all partitions shown on the drive choice window for the desired Windows installation. Next, choose the unallocated area to continue with the setup (possibly need to click the format option first)

Did you confirm each partition before deleting? If not, open DiskPart by pressing Shift+F10 and follow the instructions to list disks, then select the correct one.

I’d simply install Gparted on a USB flash drive and wipe all the existing partitions. After that, I’d launch the Windows installer. The Windows disk partition utility is frequently unreliable and struggles to remove partitions.
