What powers this process you're starting? As Kilrah mentioned earlier, it seems you didn't ask to put Ubuntu on your external storage. Remember, starting isn't the same as installing.

You can clone Pop!_OS and Ubuntu to use them on external SSDs without reinstalling programs in Ubuntu.
