This doesn't automatically imply UPlay won't be needed since it could be a third-party DRM solution. However, checking the game's Steam listing shows no reference to UPlay being mandatory as a third-party restriction: http://store.steampowered.com/app/323320/ South Park: The Stick of Truth on Steam did not require UPlay at all, making it plausible.
Now individuals can pick their own method and aren't compelled to use uplay, and definitely you don’t need it for this game, confirm that with me.
