Certainly different exceptions apply when discussing the genre as a whole.
It's also not essential for such a game. In fact, many titles prioritize narratives over mechanics. I'm okay with a compelling story but still enjoy playing for the fun of gameplay. Zeus Master of Olympus seems to be a city-building experience that leans heavily on storytelling.
