In Windows, the CPU remains active even when idle, performing background tasks that cause minor performance gains. Most cores might be resting near room temperature. The hotspot shifts based on which core is running and isn't uniform across the entire chip. During single-core boosts, power is concentrated in one area, making it hard to dissipate heat efficiently due to limited surface area and contact issues. On the 7800X3D, thermal management is further restricted by an additional L3 cache layer, acting as insulation and leading to even lower temperatures despite reduced power consumption.

Are you connecting the pump to another header instead of the radiator fans? Pumps need to spin faster than the fans.
