It seems I'm familiar with Intel, but 36 watts looks quite high. The overall wall power is around 60 watts. Only one active core and the energy consumption (along with temperatures) increase dramatically...

It's typical. You operate a custom design for DRAM and FCLK + 1.2V on SOC with voltage above the standard VDDP and VDDG.
