You're able to make that change, though it will affect performance regardless of how low you adjust GTA5. It makes sense you'd want to test it, even if you're unsure why. Just give it a try and observe the results.

It’s best to test it yourself first. Dota 2 and Starcraft 2 don’t seem too heavy, so opening GTA shouldn’t really hurt your performance. Running GTA at 800x600 with framecapping should put minimal strain on the GPU, and the CPU should handle it fine. I’m not sure about RAM usage since I don’t know how much memory those games use. Considering other background processes, my estimate is that your 16GB of RAM might be the main limitation, though I might be underestimating how much they consume.
