It’s best to test it yourself first. Dota 2 and Starcraft 2 don’t seem too heavy, so opening GTA shouldn’t really hurt your performance. Running GTA at 800x600 with framecapping should put minimal strain on the GPU, and the CPU should handle it fine. I’m not sure about RAM usage since I don’t know how much memory those games use. Considering other background processes, my estimate is that your 16GB of RAM might be the main limitation, though I might be underestimating how much they consume.
I aimed to keep my bunker running while multitasking in GTA 5. Running two games at once might be okay but I'm unsure. RAM usage in GTA 5 with three Firefox tabs is about 8GB, as shown in Task Manager. I tried Diablo 3 and it used around 10GB. Maybe I'll switch to Starcraft 2 or Dota 2 next.
