I’m working with a DisplayPort to HDMI 2.1 connection for my R9 390 PC and Samsung TV. Despite various attempts, I’ve managed only 30hz at 4k resolution. Over the past year I’ve tested USB C adapters, HDMI 2.0, HDMI 2.1, and several displayport cables and adapters. I’m settling for 1080p at 60hz when connecting via DisplayPort, but not on the TV. I understand my TV supports 4k@60hz because it works with my PS4 Pro. Could there be a BIOS, Windows, or TV setting I haven’t checked? I’ve reviewed those settings multiple times and still can’t find a solution. Thanks for your help before things get worse.
Begin by testing the cable or connection with a monitor if one is available. This helps determine if the issue lies with the TV or the setup. What model does the TV have? Some displays offer a combination of HDMI ports, including higher-speed ones for 2.0/2.1 while others are limited to 1.4 for 4K/30Hz. Have you checked whether your PC is connected to the same port that you’ve already confirmed works with PS4 Pro at 4K/60Hz?
Your TV model is a Samsung UN50NU7200. You're connecting it via a DP to HDMI 2.1 cable but experiencing the same problems.

It seems you're aiming for accuracy. The TV model does support HDMI 2.0 on all ports. I've never attempted converting DP 1.4 to HDMI 2.0 at such high settings, as my previous experiences were limited to 1080p/60Hz. That could be the reason. It's feasible technically, and you've already looked into adapter solutions. It's a rare possibility, but have you considered adjusting the resolution via the AMD panel to test?
