It's a motherboard stand-off situation; it should stay inside the case. The best method is to use pliers to grip it and then remove the screw by turning it. From the first photo, it seems the screw is almost out, so you can likely just hold it with your hand while twisting off the screw.

Use two pairs of pliers or a combination tool with a standoff driver. When removing a bolt and nut, this method works effectively.

Seems you picked the incorrect screw for that standoff. Need two pairs of pliers to take them out.
