Open Cortana in the taskbar, choose "Hidden," then right-click Edge and pick "Unpin from taskbar." You may also remove it from the Start Menu.

When not in use, it performs no function—essentially the same as turning it off. Disabling it has the same effect. It stops working until you interact with it again.

Uh, no, it does not. All windows telemetry and stuff does not get disabled by disabling edge and cortana. Edge is literally just a broswer like all others, cortana is just a search AI. If you are concerned about "stuff in the background" then you probably want to stop using windows immediately and switch to pen and paper instead. That's the only way that stuff won't be happening in the background.
