I tried setting up a minecraft server for me and my friends like usual, but since the ISP changed last time, I had to configure port forwarding again on a new router. I tried many times, but it still isn't working this time. The router is named Sagemcom f@st 3890 v3. I added a rule for UDP and TCP on ports 25565 in the network settings, let the port pass through my firewall too. After starting the server, my friends keep getting timed out connections, but I can connect to it from localhost. The odd thing is that if I google what my public IP address is, I get one address, but when I check my wifi settings, I see a different public IP that works with me. So it looks like I have two different public IPs. And as I said before, this worked fine on other networks without any problems.

If your public IP and the router's WAN address match, port forwarding won't work because you don't have one. Usually, these addresses are like 192.168.x.y, 10.x.y.z, or 100.64.x.y if you do not have a public IP.

You need to contact your internet service provider. While many offer a public internet address at no cost, others charge a monthly fee to get one.
