Okay so I only come here when it's a pretty serious problem. I got a laptop recently since I've been without phone or computers for a couple of months. I want Windows 7 on it and have a disc for it. Every time I try to boot of2f of the disc it says that my internal laptop CD/DVD drive is blocked by security policies to boot from that CD. Is there something I'm missing?

It seems the system starts without booting from the optical drive in BIOS. Verify SecureBoot is turned off, as it shouldn’t interfere with Windows signing. Although Windows should handle signing correctly, disabling SecureBoot can help.

Open the Settings app, go to Apps & features, then find and select "Apps" or "Windows Features." Enable the "Bios and system updates" option to access the information.

I’d remove the hard drive or power cord and it would start up on the DVD editor. Noted—it’s a laptop.

For a system using Windows 8.1 with secure boot activated, you must either turn off secure boot or adapt the installation process to account for secure boot requirements. This approach may not be compatible with older Windows 7 installations.

From within Windows 8, move your finger across the right side of the display, select Settings, and choose Change PC settings. In PC settings, tap or click Update and recovery, then tap or click Recovery. In Advanced start-up, tap or click Restart now. You should see an option to reboot to UEFI.

I performed that action, but after restarting the Windows 7 disk it reports an issue because of security settings.
