I recently purchased an inexpensive SSD, but it only holds 75 GB. When using a migration tool such as EaseUS, it indicates the disk is too small to transfer my current operating system from the HDD it’s attached to. Can I simply perform a fresh USB installation onto the SSD and then boot from that drive? Or will this require me to reinstall all programs stored on my main HDD?

I would do that too, there is no better way of installing Windows than a clean install.
