Experimenting with XMP and overclocking to 5 GHz produced no noticeable difference.

I have resolved this problem. It appears the NZXT in-game FPS tracker/overlay reduces your FPS, and disabling it allowed me to use MSI Afterburner for a 250-300 FPS range. Thank you for the assistance; I appreciate it.
