So I have this problem where I will be playing a game and will put my frame cap to 240 and I will not hit 240 but my cpu and gpu are not being used more than about 50-60% while watching the msi overlay also before someone says that single cores are maxing out even when looking at all core not a single one maxes, so i am wondering is there something I dont know about that is keeping me from going higher
My system is i7 3770k. Gtx 1070, 16gb ddr3, h61m u3s3 motherboard, 1tb hdd

I’d explore alternative performance monitoring tools, such as Nvidia’s overlay function. This one linked below is another option that I personally utilize. Installation on your mobile device via the Google Play Store is required for it to operate correctly. It provides nearly all necessary information, however, it presently doesn't track actual video memory usage; instead, it focuses solely on its speed. Furthermore, it fails to display the lowest frame rate dips. Nevertheless, I wouldn’t prioritize these metrics as long as you are consistently enjoying a fluid gameplay experience.

Are monitoring all cpu cores? Total cpu usage is fairly meaningless as it only takes 1 core at 100% to limit performance.

Yes watching all the cores never see one max out

Well, what games are you trying to play at 240 fps? Either your specs aren't capable of achieving it or msi afterburner isn't reporting accurate statistics. I don't trust msi, often causes problems, like crashes, and sometimes will report entirely different numbers than another monitoring tool. Nevertheless, 240 fps is insanely high so I wouldn't be surprised if your computer can't live up to it.

I recently viewed some online videos featuring individuals using a GTX 1070 on Fortnite with minimal graphics configurations. None of them achieved nearly 240 frames per second at 1080p, utilizing low/ultra-low settings. They also possessed more powerful processors than my own. Could you tell me what frame rate you’re experiencing?

The idea of displays boasting excessively rapid refresh rates doesn’t make sense to me; it’s an unnecessary expenditure. Achieving 240 frames per second is rarely possible in video games, particularly with graphically intensive titles, without possessing a remarkably powerful and expensive system.
