It might be related to a power supply unit issue. Which specific PSU are you referring to? Your RAM stayed on even after shutting down. When you power it off, the PSU dims, and turning it back on makes some board LEDs flash, but not the RAM.

I've taken my PSU and motherboard to the manufacturer for a check-up, thinking they might be the issue, but they confirmed everything is fine and sent them back. Turning off the PSU completely will let my PC boot normally, showing the LED lights, but none are illuminated. When I power on the computer normally and try to restart, I get stuck on the ROG screen without any options except turning it off with the power button. The DRAM CPU light stays on until I shut it down. All other components—LEDs, fans, motherboard—function properly. The motherboard lights up when I press the PSU power button and dim when I turn it off.

Use one stick at a time and place each one into its corresponding slot. It may be slow (about 8 attempts), but it should succeed and won’t take too long.
