Gmod relies on the source engine from other games. When I played, I bought the orange box and then the CSS. By then, missing textures were rarely an issue since the Dod textures weren't commonly used on maps.

Steam usually offers big discounts during major sales. Simply purchase a key for CS:Source on Steam or a key store such as G2A, and you’ll be able to enjoy TTT games while saving money, then buy the Valve pack later.

Don't purchase any packs. CS:S assists, though the Source SDK provides the best results. In your Steam Library tools area, download the Source SDKs. I'm unsure about the available years—most recent ones after 2010 are what you need. With only CS:S and a few SDKs installed, missing textures are uncommon.
