Hardware details: Ryzen 7 7700X, 32 GB G.Skill Flare X5 DDR5 C36 RAM at 6000 MT/s, Zotac RTX 4070 Ti. I've attempted to adjust Windows settings like Hardware GPU Scheduling and Game Mode, updated graphics drivers, and modified OBS settings. Checked YouTube and Google, but no fixes found.

I adjusted the configuration settings. The stutter appears in the output stream rather than on the PC during capture. I reduced the bitrate during recording to achieve stability. Streaming and recording were happening simultaneously. CPU and GPU usage were monitored before and after recording. Encoder presets were switched to more efficient options. This issue has occurred consistently over time.

With these adjustments, it’s not too surprising at all. Some options feel off, others seem overly hopeful. Google won’t handle 30k at 1080p well—they’ll likely expect lower resolutions like 18 or 16. OBS doesn’t support recording at that speed, especially when you stream simultaneously. Start with 18k bitrate.

Edit: I assume you’re streaming to Twitch? I mainly use YouTube and estimate around 6000 kbps. The rest follows the same rules. OBS is quite sensitive to settings; presets often don’t work as expected. In my experience, streaming at 24k VBR/1440p usually fine, but it can sometimes crash without a clear reason—restarting helps.

Try skipping presets and using advanced settings. Set the frame rate to 60fps integer, use 16x sampling (even without upscaling), ensure it’s 1080p native, not upscaled. Choose H.264 or AVI codec (you’re already using that). Enable look-ahead and visual tuning—it might seem unnecessary, but it usually improves performance.

This should still be better than whatever Shadowplay does, which is much more buggy.

I've adjusted all the encoder options, yet nothing altered. The issue lies in the video itself, not the game's frame rate. Everything appears normal except the recording file, which shows noticeable stuttering. I'm only testing recording functionality. Previously, with a Ryzen 7 5700X and RTX 3060 Ti, streaming and recording worked smoothly, but hardware changes shouldn't drastically impact performance.

Up to now, reducing the bitrate hasn't improved things. I'm mainly testing recording, not streaming, since that's what I mostly do. I'm only shooting at 1080p with 60 frames per second. Enabling "Look Ahead" didn't bring any gains either. It's strange because I used to stick with the settings from my old setup—Ryzen 7 5700X and RTX 3060 Ti. I wonder if my current gear could actually slow down video encoding.

It doesn’t seem like a hardware problem either... possibly an issue with the profiles or installation. Have you tried updating your drivers? Did you create a new profile in OBS or reinstall it? Also, what kind of stutters do you notice while recording? Are they occasional or constant?

I set up Streamlabs OBS and the same stuttering continues. It’s steady, almost like it’s running at 3-4 frames per second. This issue only appears in the video files, not during gameplay. The preview window in OBS Studio or Streamlabs OBS works perfectly without any problems.

I made mistakes in how I expressed my reply. The developer might need to update their software, possibly through a patch or new release. It would be best to reach out to them for faster help.
