Hi.
I'm curious about whether the GPU experiences power spikes when the PC boots up and if it can handle a power supply that might not fully support it. I recently purchased a 5070ti with a 650W Seasonic Focus Gold Plus, but it hasn't arrived yet. I want to be sure beforehand so I don't damage the PSU or the GPU.
I'm considering undervolting the GPU so the PSU can still function properly, but I'm unsure if the PSU is safe during boot-up. Could it cause damage or fail? Also, I'm not sure if a new PSU is necessary. Does the PSU support undervolting this GPU? Just a quick note, the 5070ti has a 300W TDP GPU that can reach up to 370W.

Techpowerup mentions a 700W PSU as a suggested capacity. I considered adjusting the voltage and wondered if it would function at 650W, but I'm uncertain about safety. It seems more prudent to purchase a new unit rather than risk using the old one. I've heard some extreme stories where people successfully ran 4090 with a 650W PSU.
I question whether your new GPU will maintain full performance continuously for 5 to 15 seconds during startup. Most GPU transients are brief, lasting only milliseconds. The main (electrolytic) and secondary (smoothing) capacitors should hold enough charge to handle GPU startup surges.
This analysis reveals that the 5070 Ti draws about 20 to 25W when idle. It doesn’t display startup currents, but I anticipate they’ll be comparable to idle levels. Only when the card is pushed (measured in Furmark) do you notice significant power demands around 300W, with peaks reaching up to 360W. Right before this point, TechPowerUp recommends a minimum 650W power supply.

Personally, I’d consider the 5070 Ti for an older Seasonic PSU, but I’d upgrade it to a 750W or 850W unit as soon as possible. After six years of use, I’d retire the Seasonic in an older system and give the 5070 Ti a fresh power supply.
You haven’t mentioned the processor you’re using with the 5070, but unless your CPU, motherboard, and drives require an additional 300W, the 650W Seasonic should suffice for now. I wouldn’t suggest prolonged stress tests or all-night gaming sessions, but I doubt you’ll exceed 500W during a short stress test. That still leaves a theoretical 150W margin on a standard 650W supply.
