The simplest method is to transfer them to a flash drive. Insert the drive into the new PC and copy the files.

Be aware that the Mac might attempt to claim ownership of the drive, which could hinder the PC's writing capabilities. Using fat 32 is an alternative, but it caps individual file sizes at 4GB. Have she previously used a Mac and is simply returning to it, or is she currently "finished with Windows" and preparing to navigate MacOS's restrictive policies and frequent update modifications?

I don't believe this applies because exFAT lacks permissions, and the alternative would involve altering the thumb drive's firmware... unless macOS includes firmware for all USB thumb drives, which it doesn't.
