Save the ISO file and generate a bootable USB with a program like Rufus. Simply adding the files won’t suffice.

If you configure USB boot via DiskPart in the command prompt and transfer the ISO's boot key, that’s the process. I follow this method myself using a Virtual Clone Drive to handle the ISO. The Windows 8 media creation utility should suffice. If it encounters problems, simply download the ISO from another source and apply the first suggested steps. That approach has consistently worked for me. Be aware that downloading via the Create Media tool can be very slow initially—reportedly taking hours for the first 40% of the file, then speeding up significantly afterward. The bottleneck isn’t your internet speed but the server’s handling and prioritization; you may need an alternative source. Good luck with your setup! I recently used this when configuring a nephew’s computer, but it was frustrating due to the lengthy downloads. *sigh* It seems piracy issues are often about availability rather than actual restrictions.

I usually rely on this program https://rufus.akeo.ie/ It works well with ISO files. Just place the ISO on the USB and begin the setup.
