It doesn't seem to be the switch. Both NICs are showing 1.0 Gbps when connected directly, which suggests the problem isn't there.

Have you explored another port on the switch? It might relate to a Windows configuration problem. Uninstall the NIC via Device Manager and download the drivers from Intel’s site to resolve any unusual settings.

Tried a different Ethernet cable between PC1 and the switch and it worked perfectly at 1.0 Gbps! Thanks everyone for your assistance!
