You only need to transfer the Windows installation files, not the entire drive. Since your SSD is smaller, you can move just the necessary folders with your boot setup.

You can't simply move the "windows" folder onto the new drive. The most effective approach is to create a clone of the boot drive and transfer it to the new storage, though this isn't possible due to size limitations. You'll need to reinstall Windows from scratch, which will be necessary.
