If it's an OEM license, you might be able to utilize the media creation tool to install Windows on a black drive or move the drive to the new system without issues. I haven't encountered any difficulties with just replacing drives in a fresh setup.

You can purchase a tailored laptop with an operating system or Linux, but it won't offer much savings or cost reduction. Dell previously offered sales without an OS, though it's unclear if that's still available.
