You can simply copy the files to the new drive without reinstalling the game. Just transfer the saved GTAV files to the new C drive before installing it.
You may transfer it to a different drive. If you're using Steam, simply create a new Steam Library on the alternative disk.
If it's using the built-in library feature, proceed as follows. If not, follow these steps precisely... 1) Navigate to the games install directory 2) Transfer the full install folder elsewhere on your PC (excluding the target location) 3) Uninstall GTA V & RGSC while retaining configurations and saves 4) Reinstall RGSC and GTA V, adjusting the installation path to the new drive (keeping it on C drive acceptable) 5) Launch RGSC, enter login credentials, and initiate download 6) Close the launcher 7) Duplicate the current install folder onto the new one 8) Start the launcher, it will check existing files before launching the game 9) Achieve profit
