i am not an overclocker, i don't have that intention, i never had ... but i bought my first AMD system a couple of weeks ago
( i have built many intel systems in the past without any issues ... )
when i assembled it and turned it on, i noticed excessive fan activity from the enermax liqtech 360 radiator fans (it has three fans)
so i looked into cpu temperatures via bios, ryzen master and core-temp and found 65C° to 68C° cpu temp while doing nothing
if i run a small test with cinebench, i get poor results in multithreading and the multiplier drops from x37 to 10 or even lower (i think that's throttling due to temperature)
after reading and trying various things i don't know what to do next
system setup:
x399 aorus extreme
amd ryzen tr 1950x
geforce rtx 2080 aorus extreme
3 x m.2 ssds samsung 970 evo 1tb
4 x 16gb corsair vengeance ddr-4 2666
enermax liqtech 360 tr4 ii

I realize this reply came late, but I think there isn't enough detail about the Enermax TR4 coolers if they're still being purchased. I began with a Liqtech 240 in my Threadripper 1950x setup and noticed temperature performance dropping significantly, leading to throttling at 10% loads. After some investigation, I found it seems like a buildup in the liquid might be clogging the heat sink.
I reached out to Enermax and they promptly sent me a replacement Liqtech II, but after just a few months it again began showing similar performance issues, especially under light loads. This led to overheating.
I’ve given up on...

Ensure the pump is rotating. Adjust the pump speed to maximum/turbo in the BIOS.

Hey, how's your system running these days? I experienced some weird fan behavior once on my 2600x. But after updating the software, everything seems fine now. I'm not sure if I can assist further with this one. Hope the thread goes well. Good luck!

I'm sorry, but I misidentified the person who helped me. I also didn't see any recent Windows updates at the time it started.

I’ve stopped considering Enermax entirely and switched to a Noctuau NH-U14S TR4-SP3, which I’m very satisfied with. For about half the price, I’m achieving comparable results. Even when new out of the box, reaching 4.0GHz was difficult with Enermax. With the Noctuau, I can comfortably overclock to 3.9GHz.

I recommend the original poster consider returning the Enermax and using an air cooler if possible.
