Well, unless you're willing to pay, hangouts are the top choice for video calls. For VOIP options, consider Teamspeak 3, Razer coms, mumble, and even Skype. I'd pick Teamspeak if you can secure a server, or Skype if you prefer not to manage servers yourself. Just keep in mind, Skype has some issues.

Likely a mix of Teamspeak or Razer Comms. You might also give it a shot on Skype, though I don’t really like it. It felt super slow. (At least, from my end.)

I'm reading this now since I'm unfamiliar with Skype and genuinely believe it's not that great. Still, I'm curious about the other responses.

Razer Comms performed well during my usage, now I'm trying out Dolby Axon, and it seems to be quite satisfactory—just don't mind its unusual interface.
