I think the store is offering these items for $40 to $50, similar to what I saw on eBay. Is this allowed?

Uncertainty remains—licenses might be valid but priced poorly or obtained at a discount from an authorized seller. Without verification from Microsoft, it's hard to confirm.

It seems to be about the difference between OEM and retail versions of Windows 10 Home. Mostly, Microsoft sells the retail version, but OEM copies are not transferable—each PC is unique. Upgrading significantly can require replacing the key, and sometimes you might need a new license.

They don't fall under the category of "illegal," yet many violate Microsoft's terms and conditions, as well as end-user license agreements. This typically allows them to cancel or revoke the keys whenever they wish. Most individuals obtain these keys from regions where prices are lower due to local pricing strategies, bulk licensing agreements, and other unofficial methods.

You can locate an affordable retail legal copy of Windows 7 and then swap keys to obtain a version similar to Windows 10, just as Microsoft did when launching Windows 10 initially. The internet can guide you through this process, possibly offering helpful resources.

Essentially any store sells it for $120, which is significantly cheaper than a million dollars. Still, that’s the only genuine option. The grey market is real—choose it yourself, but be aware you receive what you pay for. Most licenses are one-time use and can be compromised, either by being disabled or potentially leading to legal issues.
