Hey there, I understand you're looking for ways to boost performance on your HPE MicroServer Gen10 with an AMD Opteron X3216. You're asking about optimizing STAPM Boost, CPU power settings, and tweaking Windows configurations. If the BIOS screenshot is useful, feel free to share it. Thanks ahead for your help!

It's a dual-core excavator with a 15TDP processor—this chipset is one of the least efficient ever, so you won't get much performance out of it.

It's a dual-core AMD FX processor. In reality, it can only handle basic Windows. They created a comparable model for desktops like the Sempron 2650. It performed poorly and wasn't suitable for a budget laptop. The machine you own is an extremely inexpensive, outdated server from long ago. You can't really improve its performance to anything meaningful. A dual-core at 2.4GHz is already quite fast. This chip was designed for low-power simple operating systems and basic applications—anything more would be impossible given its limitations. What are your plans for it? Running Windows 10 on this chip is a real challenge.

I purchased it mainly for Plex, ran Windows 10 Pro, and noticed it’s quite sluggish. I’m checking if adjusting BIOS settings could improve performance a bit more. Since I have a dedicated GPU, I’m hoping that will help.
