These options will beat a Titan RTX in terms of gaming performance. For the absolute best, install full custom water cooling with at least a 360mm radiator for each CPU and graphics card—two or more radiators of that size. If you include the Kingpin card, you’ll need a full cover water block (it’s a hybrid card with a VRM fan and a 240mm AIO). Right now, only Bykski offers compatible blocks for this setup, as EVGA has limited Hydro Copper options for the KP card and they sold out last summer. Of course, you can wait for the 30-series cards later this summer if you’re aiming for even higher FPS.
