I used quick sync, h264 and another codec, yet my average FPS dropped from 35-45 to around 30 in BF4. My CPU still works fine.

Sure, your CPU should work fine. The i7 4702MQ handles higher loads than the i5, and with only a small boost in clock speed, it should still manage BF4 at 720p 30fps smoothly.

My 4770K operates well below 60% usage, even during streaming. However, because my GPU isn’t great, I haven’t played the game much since Beta.

BF4 was not good, the beta and early stages didn’t work on my PC, and those who could play the beta had poor frame rates. I saw a video where someone mentioned needing to run the game at low settings to achieve around 45fps with an i7 3770K and GTX Titan.
