I was thinking about some fantasy titles with a more thief-like vibe, similar to Skyrim, that don’t need an internet connection and are affordable—around $10 or less. Since you're in Japan and PayPal balance is limited, it’s helpful to know what’s available locally. I also wish Steam had a fantasy category for easier discovery.

Skyrim Legendary Edition comes with every DLC—though I noticed you mentioned it before, just in case you missed it. Fallout 3 GOTY Edition, Fallout New Vegas Ultimate Edition, and The Witcher Enhanced Edition are all standalone open-world RPGs developed by the same creators behind Skyrim and Vampire: The Masquerade. The unofficial patch/Clan mod for this title is truly impressive. These aren’t fantasy titles with swords or magic, but they’re expansive sandbox experiences. They’re a solid RPG experience worth exploring.
The Witcher Enhanced Edition and Assassins of Kings Enhanced Edition are both standout titles. The first may feel dated, but a quick run-through is worthwhile. The second is exceptional—though it includes some content that might not appeal to everyone.
Deus Ex GOTY Edition and Director’s Cut offer engaging RPGs beyond traditional fantasy tropes. While the original Deus Ex can be dated for some players, Dark Messiah of Might & Magic is a solid alternative built on the source engine. It’s not perfect, but it’s enjoyable.
Far Cry 3 Deluxe Edition delivers a compelling experience outside the typical RPG genre, though the cheapest key includes extra content only available on Uplay.
If you haven’t tried them yet, I’d suggest checking them out. The Mass Effect series is another great option, especially with all the DLC included. It offers strong replay value, even if it pushes your budget.
