The top GTA mod menu for Xbone One support in the latest GTA V version is the official GTA Mod Manager or the community-built mods section.

We aren't assisting with cheating in the game. Play just like the rest of the players.

I understand this. Most folks don’t. There are plenty of modders in GTA already. Updated September 4, 2016 by wkdpaul language

Check the stats on NativeTrainer usage and note that most users don’t rely on it for improvement. The GTA modders aren’t great, especially in singleplayer. Your reason about ruining the fun is dismissive—PC mods already offer extra content like LSPDFR, heists, and interior tweaks. If people want to enable mod menus in singleplayer on GTA V, they should, as long as it stays within singleplayer settings. Updated September 4, 2016 by wkdpaul

The way you phrase it comes across as unclear. Modders are creators of modifications, not users. It doesn't affect you unless it impacts your experience. Perhaps the reason matters is because someone using SP mods for fun might enjoy it more due to the changes. Since RS has ruled that using mods in MP counts as cheating, I see your point. But you didn't check if this was about MP or SP before assuming online cheating. It's similar to labeling someone who uses torrents for downloads as a pirate.
