It's an extension for Adblock Plus named Adblock Plus Pop-up Addon. Indeed, it's another layer on top of the existing one. This is why we prefer Firefox.

It should function with AdBlock in Edge, though it might behave slightly differently depending on the cleaner version used.

Consider giving it a try. I don’t rely on Adblock Edge or the pop-up add-on because I rarely encounter them.
