What's the top choice for cooling your processor to reach 4 GHz or above? Any advice would be great.

The Evo 212 with an extra fan would be sufficient for reaching your destination. Would having another fan of the same size but different performance be beneficial?

An Evo 212 with an extra fan would be suitable for reaching your goal.
Would a fan of the same size but different performance be better?
It probably wouldn't matter, but if you aim for top performance and CPU cooling, matching performance is ideal. The same size with different performance should still work well.
